The last piece needing implemented for the MVP of social features in DAVI supported by orbis to be complete.

This is mostly a design task and has been given to a designer for their trial period. The scope is to create the page design and framework we will use to show comments and general discussion on a topic. Later we will expand this into a more integrated governance UX.
