why a proposal is executable if it failed? it's confusing. I know it might have some action. Maybe make it red or gray? or change words?

Nice idea, we can change this to be more clear. The proposal needs executed to show as failed on chain and finalise its state which is why we need a user action. But we can better explain this by saying "Finish proposal" and having the state show "Rejected" or "Failed"
